Emissions Tool

The Emissions Tool was first developed to view the emission inventory results for the Southern Appalachian Mountains Initiative (SAMI). SAMI developed emissions inventories for eight states for the base year of 1990, and for future years of 2010 and 2040. A unique nomenclature was developed within SAMI to describe the emissions inventories. The A1 inventory was the emissions thought to be “On-The-Books”, but by the end of the SAMI process the A2 (One the Way) emissions inventory took into consideration the emissions laws, rules and regulations present at the end of the SAMI integrated assessment. The B1 (Bold with Constraints), B2 (Bold), and B3 (Beyond Bold) inventories were developed to estimate implementing greater degrees of emission reductions from a number source sectors using technology and strategies available at the time of SAMI. In order of sequence the total emissions for each pollutant is: A1 > A2 > B1 > B2 > B3. No further undates of the SAMI emissions inventories are anticipated.

Near the completion of SAMI, the Regional Haze Planning Organizations (RPO) began their work at developing reasonable progress to attain no man-made impairment to visibility at federally mandated Class I areas by 2064. The RPOs have been coordinating their efforts which do include the development of emissions inventories. The Visibility Improvement State and Tribal Association of the Southeast (VISTAS) has been compiling recently available emissions inventories from all the RPOs in the United States. Inventories collected for base year 2002 and future year 2018 scenario are currently available in the Emissions Tool.

Additionally, a third emission inventory has been compiled for the Clean Air Interstate Rule (CAIR). CAIR will reduce sulfur dioxide (SO2) and nitrogen oxides (NOx) emission in 28 eastern United States by 70 and 60 percent, respectively, from 2003 emission levels. Full implementation of the CAIR is to occur by 2015. Emission estimates are provided for the years 2001, 2010, 2015, and 2020. The CAIR emissions in the Emissions Tool software includes the Environmental Protection Agency (EPA) emissions inventory developed for all source sectors and the reductions attributed to CAIR. No further updates of the CAIR emissions inventories are expected. More information on these data can be obtained from EPA’s CAIR website: https://www.epa.gov/airmarkets/.

5. To display the query results as a map then download the ArcMap or ArcView project
6. Extract each of the executable files into the c:\emissions directory
